I originally wrote this in
stonemirror's journal, but I figured I'd post it here, with some changes.
I like having the option "none of the above" on the ballot, and here's how I'd implement it.
1. "None of the above" is a valid option on every ballot, in every race.
2. Anyone who wants to be on the ballot can be.
3. The winner has to get over 50% of the vote except "none of the above" which just needs a plurality.
(Think about it a second, you'll realize why.)
4. The final rule is that when you add none of the above, and none of the above wins, they hold a new election with all new candidates, for that iteration.
It would go through a shitload of iterations at first, but it's the quickest non-violent way I can think of to get candidates be responsible to the interests of the voters, while at the same time quickly reducing the influence of campaign funding by special interests drastically. Watch voter apathy melt away when they realize that they no longer have to pick the "lesser of two evils".
Oh, and this goes for EVERY elected official nationally, Congress and the Presidency. The states can set their own rules for their internal elections, although I'd love to see these rules implemented in the states as well.
